There is a Dickens exhibit at the NYPL main branch right now! (I love the NYPL main building exhibits; they're generally very good and always free.)

I was going to suggest the Staten Island ferry (free, picturesque), but yes, not as much fun when it's cold out. The NMAI has an outpost at the old Customs House at the southern tip of Lower Manhattan, open 10-5 daily (free). The building itself is gorgeously OTT (especially for a customs house), and there's a mix of historical and contemporary art and artifacts.
