I'm surprised that no one seemed to mention that humans find patterns in everything we experience (whether the pattern exists or not) and stories are just a type of pattern. This is what makes these kinds of stories possible, and why we expect footnotes, gallery descriptions, etc to be part of a narrative.
Thinking about this, it occurs to me that many rules and policies are written in response to a specific event, and I wonder if anyone has written a story as a series of constitutional amendments.
