I figured out why I was confused and thought the symbol only appeared when it was saying something specific--it's there almost all the time in vol. 1, but by this volume, it's much more like the writing on Sanzo's sutra, or even worse, since the writing on the sutra appears more than three times. It was one of those didn't notice-it-until-gone things.
