I didn't have the same problem as you in 1-07-180 because to me, if you're looking at the art as well as reading the text, William's outraged "Wha--" is at the same level as his eyes, which are staring just about dead ahead at Emma's butt to the next panel. I follow the force of his glare across.
Also, with the very structured panel shapes and layout, you don't have to cue the reader quite so much unless you want them to go in a different direction that standard right-to-left, up-to-down: I think part of the reason the panel borders are diagonal in 1-01-013 is to cue the reader to read panels 4 and 5 up-to-down instead of right-to-left.
